The time limit of one year since phase 1 was granted final approval has lapsed. "Subdivisions with multiple phases must record a new phase within one year from the date of the previous phase being recorded until the subdivision is completed or the plat shall have no validity."

The mylar for this project was submitted today. Only a few Planning and Engineering items remain to complete with the approval of this project regarding improvements and the escrow/agreements. It is anticipated to be presented to the County Commission within the next week or two.

The following is an email that was sent to the applicant and the Engineer's concerning water. Craig and Julie, I was reviewing this project again today and see that Val Surrage from Taylor West Weber Water District had sent in a Project Notification letter to the state. However, I have not seen any of the other letters from the state. If somebody has them please send them to me and I’ll place them in Miradi. At this stage we should have the three letters; Project Notification, Capacity Assessment, and the Construct Permit for the new extension of the system. This requirement is referenced in our code as Title 106-4-2-a: (a) Water supply. (1) Public system. a. Where an approved public water supply is reasonably accessible or procurable, the applicant shall install water lines, or shall contract with the local water distributing agency to make the water supply available to each lot within the subdivision, including laterals to the property line of each lot. Water lines and fire hydrants shall be operational before building permits are issued for any structures. b. Capacity assessment letter is required prior to final approval from the planning commission. A construct permit from the Utah State Department of Environmental Quality Division of Drinking Water for expansion of the water system and water lines serving the subdivision is required prior to the subdivision receiving final approval from the county commission. This is probably something that should be done through the water company. If you would like me to meet with Val Surrage and you about this I’ll be happy to. However, we will still need the state approval letters. Hopefully this won’t take very long to get together. Let me know if you have any questions. This office has completed its final review of this subdivision. There is 2 minor items to address. Once these 2 items have been corrected, pending any concerns from the other review agencies, this office releases for the printing of the Mylar's. A Monument Improvement Agreement and escrow account will be required with the Weber County Surveyor's Office prior to the signing of the Mylar.

The plat I received via email on 12/3/14 is basically the same plat I reviewed and redlined on Oct 8th. A revised plat addressing the issues from the prior review is required. I emailed Tyler with Landmark this morning informing him of the problem.

From Hooper Irrigation Co. we have a few comments remaining since the last submission. 1. The developer must grant shares to the irrigation company, his Will-serve letter simply stated that he has them but he need to obligate them to these lots and park. 2. The developer must pay the fees before Hooper Irrigation can approve the the plans. 3.Done 4.The Sump drain at 5+00 must be noted as "drain to storm drain or install Sump Drain if elevations won't allow according to Hooper Irrigation standards" 5.Done 6. a 2" service later must be installed to the park. 7.Done

Also included is some verbiage to be included within the owners dedication regarding the temporary turn around. A Monument Escrow Agreement is required by this office for the construction and placement of the center line monuments associated with this subdivision.
