Business Licenses including any Business, Home Occupation, Short Term Rental (STR), or Beer License located in unincorporated areas of the county. Can be applied for here: webercountyutah.gov/businesslicense.

You do not need a frontier account to apply for a business license.

  4. Design Review

    • Parking Plan - # of spaces, location of designated parking.
    • Vicinity Map - showing general property location.
    • Building Elevations and Details - including color, materials, etc.
    • Detailed Sign Plan - including color, materials, dimensions, etc.
    • Exterior Lighting Plan- if located in Ogden Valley.

  5. General Plan Amendment

    • Detailed Narrative of the Request
    • Proposed general plan map amendment or text amendment.

  6. Land Use Permit

    • Detailed Narrative of the Request
    • Detailed description of Proposed use/structure
    • Proposed Structure Height
    • If used solely for agricultural purposes-Ag Exempt app/affidavit

  9. Subdivision Application

    Applications should be submitted at least 60 days prior to an approval meeting date.

    • Preapplication Meeting Notes - Required (Please call 801-399-8371 to speak to a planner and setup a meeting.)
    • Public Street Connectivity Plan - Required
    • Title Report - Required, See minimum requirements 106-1-5 (13).
    • Proposed Preliminary Plat - Preliminary subdivision plats must contain dimensions (bearings & distances) of surveyed and proposed lines for application acceptance. See minimum requirements 106-1-5 (For subdivision with 10 or more lots).
    • Final Plat - See minimum requirements 106-1-8 (For subdivision with 9 or fewer lots).
    • Feasibility Letters - See minimum requirements for culinary, secondary, and wastewater 106-1-4(b), (4) and 106-1-4(b), (5).
    • Geologic Site Reconnaissance
    • Note on Subdivision Lot Adjustment Application - For minor adjustments to lot lines or internal lot restrictions, include a Proposed Final Plat as an electronic copy of the proposed amended plat needs to comply with Utah Code Ann. Section 17-27a-608 and be prepared by a surveyor licensed in the State of Utah, and all information from the original subdivision plat needs to be referenced on the amended plat.

  10. Transferable Development Right Review

    • Detailed Narrative of the Request
    • Survey - by a professional licensed surveyor, including existing buildings, land uses on the property, existing contours, and areas on the properties suitable for development within county law.
    • Other Documents - as requested.

  11. Easement/Road/Subdivision or Lot Vacations

    • Letters from all utility providers
    • Petition - from all lot owners requesting to vacate the subdivision (or phase or the subdivision), or a lot within the subdivision as per Utah Code 17‐27a‐608.4b.
    • Vacating a road will require a letter of support from the Weber County Engineering and Surveying Department
    • Plat or Legal Description - of area to be vacated.
    • Geologic Site Reconnaissance

  12. Work Session Application

    • Note: The Work Session application fee is 50 dollars.

    • Street and Pathway Connectivity Plan
      • Neighborhood street, sidewalk, and pathway connectivity plan showing how street and pathway/sidewalk connections can or will be made.
    • Parks and Open Space Plan
      • The plan for open space and parks, along with a statement regarding the plan from the local park district.
    • Culinary and Secondary Water, and Wastewater Plan
      • If in a sewer or water service area or expansion area, a letter of acknowledgement of the rezone from that service provider. If not within a service area, provide a written plan explaining how these services will be provided.
    • Requirements for Master planned communities, or as needed:
      • Concept Development Plans
        • Show development areas, sensitive lands areas including floodplains and landslide hazards, open space areas, and general layout.
      • Traffic Impact Analysis
      • Cost Benefit Analysis
        • The cost/benefit analysis should be compiled in a manner that will help decision makers understand that the costs of the development can be appropriately mitigated by the benefits. The analysis may address actual costs/benefits to the county budget, or cost/benefits of the development to the community generally. The best cost/benefit analyses will frame the analysis based on goals and objectives of the applicable general plan.
      • Recreation Facilities Plan
      • Seasonal Workforce Housing Plan
      • Emergency Services Plan
        • With the plan, including a letter of feasibility from Weber Fire District and Weber County Sheriff's Office
      • Density calculation table showing proposed density calculations
      • Thematic Renderings - demonstrating the general vision and character of the proposed development.


Note: Engineering Plan Sheets and Structural Design Calculations shall bear the Seal of a Utah State Licensed Engineer. Per state statute, the seal shall be signed, and dated by the engineer including the month day and year.
