Final approval for Harbor View Estates expires on February 23, 2022. The subdivision plat must either be recorded by that date or the developer must obtain a one-year, one-time extension from the Planning Director. The request for the time extension must be submitted to the planning office before the approval expires.

On July 15,2021 the Division of Water Quality issued a Construction permit for the Large Underground Wastewater Disposal System (LUWDS) planned to service the wastewater needs for the Crimson Ridge Phase 2 development. The Weber-Morgan Health Department needs to be involved in the inspection of the system as it is installed. We would highly suggest that you included our office in a preconstruction meeting onsite with the certified installer, as the plan has some highly technical information which our office felt was not specifically identified in the engineered plan.

In the cluster code (108-3-5(f)(3)), the following agreement is required as a recorded document to all open space parcels:
(3) An agreement, in a form acceptable to the county attorney, shall be recorded with the final plat to the title of all open space preservation parcels, including estate lots, that details the open space preservation plan and any related conditions of approval necessary to execute the open space preservation plan. The approved site plan shall be included in the agreement. If the plat recordation is also the means of conveyance of any open space parcel, the agreement shall also specify the name and tax notification mailing address if the new owner.
As of 5-18-2021, The Planning Division is creating this agreement that will be recorded with each phase of this development.

The information below is a review/request for additional clarification of the proposed Large Underground Wastewater System being reviewed by staff of the Division of Water Quality, dated 1/24/2021.

DWQ has completed its review of the Crimson Ridge / Harbor View Estates projects. I have the following comments or need additional clarification on the following items:
1) Please provide the email addresses for the project owners;
2) While adequate area is provided and shown for the absorption field areas and replacement area, no reserve area is shown. Please provide revised plans showing this area or provide acceptable justification for the lack of the reserve absorption area;
3) Submitted plans show multiple wells along the Northern boundary of the projects. Please provide additional explanations if these are public drinking water system sources (source protection zone information will be necessary if not already provided) or private wells;
4) Rule requires locations for septic tanks and elevations for septic tank inlet and outlet inverts and access covers, if applicable. While this may be impractical since an individual septic tank will be placed on each individual parcel, please provide a detail of typical septic tank installation;
5) Plans and design report state that 1,000 gallon septic tanks will be installed for the Harbor View Estates parcels and that 1,500 gallon tanks will be installed on Crimson Ridge parcels. Please provide justification for use of septic tanks that do not meet requirements found in R317-4 (justification could include whether septic tanks will be maintained by individual owners or by the utility provider, size of septic tanks, type of septic tanks, etc.);
6) Pressurized distribution of treated effluent to chambered drainfield is required (pressurized flow to drip irrigation area as shown is acceptable). Please provide revised plans; and
7) Disinfection of treated effluent will be required to the chambered drainfield area since this area has fast percolation rates and is within 500' of Pineview Reservoir. Please provide revised plans.

The following is a summary of the status of the Public Water System submission process, provided by Cheryl Parker , an Environmental Engineer with the Division of Drinking Water Permitting Section
The Division received the Public Water System (PWS) application from Steve Fenton regarding Crimson Ridge and the system was assigned water system number UTAH29127.
The application detailed that the water system may combine with Pineview West Water Company (UTAH29029). For this reason, the Division has classified the water system within our database as a proposed Non-public water system based on the limited information presented to the Division at that time. This classification will remain in place until a determination has been made on the ownership of the water system.
o The Division needs additional information and clarification on what has been determined regarding the operating of this public water system as either an independent water system or if it will be considered part of Pineview West Water Company (UTAH29029) before we can proceed.
o The Division must issue a Welcome to the Club order if the Crimson Ridge water system will be operated independently from an existing public water system. Please contact Colt Smith ((385) 515-1529, acsmith@utah.gov) directly regarding questions for Welcome to the Club orders.
Drinking Water Projects are defined in Rule R309-500-5(1) as any project that includes the construction of, addition to, or modification of a public drinking water facility that may affect the quality or quantity of water delivered. All Drinking Water Projects must have Division Plan Approval prior to construction and Division issuance of an Operating Permit before facilities can be placed into service.
· The Division has issued Well Drilling Approval for the Crimson Well (dated July 6, 2020), a water source that regardless of water system ownership, will serve the Crimson Ridge development.
o Division approval for drinking water sources requires three stages of Division approval: Plan Approval for Drilling, Plan Approval for Well Equipping, and Operating Permit. Please contact me directly regarding any questions related to Plan Approval and Operating Permits (385-271-7039):
· Upon completion of the well, the PWS is expected to provide the requirement information to the Division and request Plan Approval for Well Equipping. Please see the attached checklist detailing all the required documentation for each of the three steps of Division well approval.
· We have also reviewed the Preliminary Evaluation Report (PER) for the Crimson Ridge Well provided by, Loughlin Water Associates, LLC. The Division of Drinking Water concurred with this report. This PER must be refined and a complete Drinking Water Source Protection Plan submitted within one year of the date of the Well Plan Approval.
