I uploaded the engineering plans document for the Fire Turnaround File 17N717-S2 Grading Plan provided by Great Basin Engineering. These plans have been executed onsite and fire has visited the site to review. Jared can comment further if needed. 

I have requested a meeting with Planning for next week to review the status on the final 2 actions items to complete the CUP requirements.

At this time our office has determined that the residence cannot be shown to meet the minimum wastewater standards established in Utah Administrative Code R317-4 or the Weber-Morgan Health  Department Onsite Wastewater Treatment System Regulation.  Upon review, our office has found that in 1981 an onsite wastewater treatment system (OWTS) permit was issued for the residence located at 5597  E Hwy 89.  At the time of the original permitting the residence was listed as having three bedrooms.  However, the system was never inspected or given final approval by a member of our staff. I resent the level 3 certification via email that the Health Depatment need for the well permit that was issued in July of this year. Weber Health did provide me the original permitted drawing for the septic design. I can resend this to the Health Department if needed. As part of the CUP review the current structural layout has been reviewed.  The current residence has been verified as having eight bedroom.  The residence has 6 bedbedrooms per the floor plan/structural layout included in the CUP application. This is significantly more than the 1981 permit. Yes, permits were issued in the late 80's to add on. I found this information from a GRAMA Request, I am trying to locate it on my computer. 

 

 

At this time to receive approval form our office, the applicant will need to:

1)      Have the existing septic system inspected by a certified individual to confirm what infrastructure is in place.  A list of those individuals will be added as a documented to this Frontier project. Already done at the time Weber issued the Well Permit. The information was resent via email.

2)      The applicant should anticipate the existing system to be undersize for the residence. Thus an  OWTS  design engineered by a certified individual will need to be submitted to our office for review.  The plan must show the location of a replacement area.  All certified designers will understand this requirement. Already done at the time Weber issued the Well Permit. I can resend the well permit application, if needed, that shows the replacement areas. 

3)      If construction is required to modify the OWTS system to meet standards.  The OWTS design must be submitted and reviewed by our office, an OWTS permit would be issued,  and the associated fees must be paid by the applicant.  After which all necessary inspection would need to be performed by our staff.  Once verified as code complaint with UAC R317-4 and the WMHD OWTS regulation,  final approval granted by this office before approval of the CUP will be given...

I also spoke to Michelle at the health department and I believe we are in alignment and she was going to reach out to you to discuss.

Hi Tammy - Thank you for your Planning Review #1. I have addressed your comments below. I also left you a voice mail so we can discuss any of these or additional items as needed. 

Applicant is showing 12 parking spaces on site. This does not work with hosting events. There would need to be a submitted shuttle plan, in order to possibly approve events with this conditional use permit request.

- I submitted an event shuttle plan and posted it in the site plan section of the documents list. In the proposed plan we would use the LVH 12 Passenger Sprinter van to shuttle event attendees from the public parking turn out at the bottom of the access road off HWY 39 to and from the lodge. 

Per Weber County LUC 108-8-4, one parking space for each of the six bedrooms is required. Submitted parking plan appears to accommodate the number of sleeping rooms available. Parking shall be hard-surface.

- Six of the 12 spaces are hard surface. 2 of the spaces are hard surface parking but have gravel access and 4 of the spaces are gravel. Would we need to pave with asphalt all of the surfaces or since we have the required 6 as hard surface is it ok that the over flow spots are gravel? We are willing to pour asphalt if needed to obtain approval. 

Will there be someone on site who manages this recreation lodge?

- Yes, there will be local staff onsite. The staff will not sleep at the lodge, but will come onsite daily or as needed to facilitate the needs of the lodge and its guests.

- The sign already exists and was part of the property when we purchased it. I posted a revised master signage plan document with more clarity on the exact location, size and type of sign.

Will meals be prepared for guests on site? Weber-Morgan Health Department will need to review this application. I have added them as a follower.  

-       As a standard inclusion guests will prepare their own meals during their stay. We would however like to offer the premium service of a professional private chef for those guests that request it. In this case the chef would prepare and serve the meals onsite.

The access road is a concern, regarding the additional impact of the proposed use, especially events. UDOT may need to issue a permit to increase the access from Hwy 39. At minimum a discussion should be had between the applicant and UDOT. Access will need to also be approved by Weber Fire District and the County Engineering office.

-       Can you recommend a contact at UDOT that I can reach out to for the discussion?

-       The events are not a core part of our Recreational Lodge strategy; however, it would be nice to accommodate larger groups on special occasions. If we need to eliminate events from the conditional use permit in order to obtain approval for the lodge we would be ok with that compromise.

Thank you for the email consonance Tucker. I added the Parking Plan Document to show the various parking stalls as requested. The sledding lane and hiking trails are already existing trails or natural deer path trails that do not require any dirt work. We are doing some forest management work now to clear the dead wood and broken branches from the trails in the wooded areas. 

I also updated the Emergency Access document with updated measurements I took onsite. They were slightly different than what I measured via Google Earth in the first document.

I have Two Vendors quoting fire suppression systems in process now.

Please let me know any other questions or items we need to address in order to obtain approval.
