I received a letter from Brian Cowan environmental Health Assistant Administrator addressing the comments posted on Miradi July 11 2011; (posted comment) “A few months ago I spoke with the Health Department and Curt Pittman at the MSHA and neither are requiring a permanent waste water system for the gravel pit employees”. Brian addresses the comments; a permanent facility would not be required under current health department regulations if wastewater is not generated on the property. This determination does not address temporary restroom facilities or holding tanks. It is based on the assumption that wastewater will not be generated on the property. If wastewater is generated on the property, health department and state regulations do require treatment and disposal in an approved sanitary sewer. This is accomplished by a connection to a sanitary sewer, the use of a septic system, or the use of a holding tank and the transportation of wastes to a facility for treatment. When a septic system or holding tank is utilized, health department oversight and permitting is required. Permits will need to be issued for temporary or permanent installations of holding tanks and septic systems. The property owners may contact the health department for clarification of the requirements and to initiate the process of obtaining the appropriate permits. I have contacted Mr. Weeks and he is going to make application to the health department so he can move forward with his project.

Discussed with new business Richard Weeks items that still need to be completed for approval. A new sign to go up on site and issues with the septic system. Mr. Weeks will be working with the Health Dept. for clearance for use of a port-a-potty in lieu of septic.

A MOU has been entered into with Weber County and the State Dept of Gas and Mining for the State to hold the escrow and seek Weber County approval prior to releasing it. This was done so Hal Fronk will not have to put up 2 escrows. The MOU went before the commission this week and was approved. When I get a signed copy I will send it back to the State and they will prepare the escrow agreement.
