Spoke with applicant yesterday. Informed Mr. Jaggi that all improvements and escrow need to be approved by Tucker Weight prior to scheduling for County Commission approval. Informed Mr. Jaggi that recording of the final plat cannot occur until after County Commission approval. Also informed Mr. Jaggi that a record of survey needs to be filed with the County Surveyor.

Notes from Uintah Highlands Engineer: On Mon, Mar 11, 2019 at 11:58 PM Robertson, Matthew wrote: Nate, I noticed that the Uintah View Estates development has some updated plans and is on the agenda for final approval tomorrow. I reviewed the plans and still have a few concerns: • It doesn't appear that the utility easement to 5950 South is big enough or shown in the correct location between the plat and the improvement plans. The plat calls it out as a 20' wide easement but on Sheet 5 of the plans it shows the culinary water line 20' away from the edge of the easement and the secondary water line 25' wide. I also don't think that 20' is wide enough for 4 utilities. They show the utilities spaced evenly about 5' apart but this would only leave a couple of feet from the utility to the edge of the easement. For the sewer line in particular, we would want at least 5'-10' from the edge of the easement to the line so that there would be space to excavate to the line. • The plat doesn't show any utility easement from the new subdivision to the end of 5950 South. It references the existing sewer easement but my concern is whether our new water line will be in a recorded easement. • The other changes to the plans look fine to me and appear to address our earlier concerns. They also have sewer and water details from 1982 on the final sheet of their plan set, not sure why.....

Uintah Highlands met with the Developer on January 28th and discussed the review comments from the District. It was agreed that the Developer would loop the waterline from the end of 5950 South through the development to Eastwood. The other items mentioned in the review will be taken care of as well on the final construction plans with the exception of looping the water line to Jennifer Drive. It was discussed that this loop may be paid for by the District instead of the Developer. The District's Board is meeting on February 21st and they will discuss this option at that time.

Culinary Water and Sanitary Sewer is provided by Uintah Highlands Improvement District. Secondary Water is provided by Weber Basin.

Below are initial review comments from Matt Robertson, Engineer for Uintah Highlands, for this subdivision based off of the plans received last week: (Matt included a PDF in email with red line drawings to reflect comments - Not included here) 1.Note #17 under Utility Notes on Sheet 2 should state that the culinary water line should be installed 48" below finished grade. 2.I believe that the Weber Basin Aqueduct line runs on the east side of Eastwood Blvd and is a 42" dia. pipe. This is not shown anywhere on the plans and will make utility crossings difficult. They need to find out the location and elevation of this line and determine whether the water line will need to be looped underneath it. 3.Old plans show that there may already be a culinary water line stub into the property. The maps show that the stub would be located in between the two valves on Eastwood and should have a valve on the line. The valve needs to be found and the water should tie into this location if possible. 4.The new 8" water line needs to be looped/connected to the existing dead end lines on 5950 South and Jennifer Drive instead of creating another dead end at the fire hydrant as currently shown. The water line could be installed within the same utility easements as the sewer as long as the 10' separation is maintained. 5.With the looping of the water lines, one of the fire hydrants shown on the plans could be eliminated and just one hydrant installed in a more central location on the new cul-de-sac. 6.New water and sewer easements should be shown on the plat and dedicated to the Uintah Highlands Improvement District where these lines will be installed between lots. The plat should include a signature block for the District for these easements.

There was a misunderstanding concerning the need to detain storm water onsite. The County Engineer and I have spoken with the developer, it is now understood that storm water detention for the project will need to be addressed.

RMP - line extension to new development will be in accordance with the current tariff and regulations.
