The Powder Mountain Park and Ride was granted a two-year extension through October 2015. The staff report, exhibits, and other documents associated with this extension request are available in the "Files" tab.

Angela Illum presented a status report to the Ogden Valley Planning Commission on December 6th regarding the completed parking lot design and future plans for a permanent park and ride location. The lot has been resurfaced and graded, and the retention ponds have been completed. The Conditional Use File is CUP 2011-01 and the Conditional Use Permit is # 25-2011.

I spoke with Mr. Greer yesterday and went on site. It appears to me that the plan was not followed, we took a few shots onsite and I left Mr. Greer a message on his phone to have the design Engineer show that the proper storm water retention capacity is there.

I went by the site today and it looks like all the grading work has been done but there are no retention ponds and I am not sure that the grading was done per plan. We have not yet seen the agreement to review to see if that will be sufficient or not. I did not see any Storm Water Pollution Prevention controls on site either as per plan.

I received a email from Nate Reeve addressing the Engineering Review. 1-Gregg Greer either has or will be sending you a copy of the agreement with the land owner for the Powder Mtn Park & Ride. 2- The plans have been updated to include the additional roadway dedication that occurred within the plat that you emailed over. All of the previously designed infrastructure worked with the additional roadway dedication. 3- This information was passed along to Powder Mtn and will continue to work with them as the neighbors start construction. I responded to the email, asking to make sure they are below an acre of disturbance and to get a updated plan. I receive the updated plan and posted it.

I sent a email to Angela Illum in response to her email. Angie, We do want to see a drainage plan that shows where the water is going to go off the site. Anytime improvements are made to a lot it changes the way storm water has naturally run off the property. Each property is responsible for the storm water they generate. We want to make sure of a few things so there are not issues in the future. First, is the storm water running off onto an adjacent property? If it is, that is not allowed. Is the water draining into a county storm drain system? If it is then there will need to be some detention facilities to reduce the run off as it naturally occurs or you may do some retention and contain all the water on your site. If the property contains all the storm water there on site then you will need to submit information that shows that. The plan needs to show the elevations so that the high and low areas on the property can be determined and one can tell where the drainage is going. If there is going to be a detention structure then we will need calculations from a Engineer on how the detention was designed. On the Access, where this is off HWY 162 the development was planned to have only one access to it because of the amount of traffic that is on HWY 162. The one access limits the amount of vehicles that could be pulling out onto the main HWY and makes it safer. I have attached a plat showing the access, which would be to the park and ride and Pat’s Place as a shared access. Let me know if you have any questions.
