My March 12th review has not been addressed. (Written responses to each of my comments is required.) I am still waiting for a new submittal to perform the next review.

This office has completed its final review of this subdivision. A QCD will be required between the owning parties. Pending any concerns from the other review agencies, this office releases for the printing of the Mylar's.

This office has made a 2nd review of this subd. The subdivision configuration has changed since my 1st review. It has become a 3 lot subdivision instead of a 2 lot. Reference is made on this review that the red lines from the 1st review need to also be addressed and corrected.

The two lots have been evaluated and found to be feasible for septic systems. The lots will be served by private wells which will need to be drilled, tested and approved prior to issuance of any septic permits.

The proposed Right-of-Way should be governed by the needs of the community. At this point I would anticipate would be for a 3 lane section plus shoulders (2-12' lanes, 1-14' painted median, 2-8'shoulders=54' plus clearzone of 24' = 86'' ) Each additional amenity, ie power poles, separate shared use trail, right turn lanes, roadside ditches, on street parking, etc... will add additional width requirements. I recommend a minimum of 100’, This does not allow for much separation for trails and provides only minimal ditches for roadside drainage. This segment of SR-39 is a category 4 roadway and as such the spacing is 660' for streets and 500' from all accesses (driveways or streets). It would be best for the city/county to plan to accommodate the high speed and high volume facility in this area as this is the route in the valley and other street interconnection should be planned for.

There is a new owner for this project that is looking to activate and move forward again. I have emailed UDOT today concerning the ROW. Hopefully this will help the project progress.

Dana and Jack, I am having some questions on the road dedication on one of the lots. It appears that not all of the 100 foot ROW will be dedicated. The issue then arises is there the minimum area available in the lot (5 acres)? Could you both address your concerns and if this section should be dedicated. I believe the Land Use Code requires that the future ROW is to be dedicated, thus the partial dedication and full dedication on the other lot. Thank you.
