Mrs. Nicholas came into the office for a business License and wanted to pick it up right then. Administrative assistant Kary Serrano gave her an application for a business license and tried to explain to her the process but she became rather loud and upset, senior Planner overheard the the noise at the front desk and came to assist, he explained the process and she went away.

April 22,

I called her to talk about her application because it was incomplete, No Land Use permit, no fees were paid. In the process of talking to her as she was in a great hurry she said that she had put the industrial embroidery machine in one of the out buildings, and had spent a great deal of money on refurbishing it with dry wall electrical, heat,drywall and carpet, At that point I informed her that a home occupation only allows you 400 square feet inside the home and not in an out building Mrs. Nicholas wanted to know where it was written  and I explained to her how she could obtain the information, she again got upset so I volunteered to drive it out to her home, thinking it would give me an opportunity to look at what was going on.

When I brought the information to her home I was able to see commercial painters with their fans outside the out building and workers coming in and out of the building, I notifed the Building Inspections department on my return. Called Mrs. Nicholas and informed her that we would not be able to issue a home business license until the industrial embroidery machine was housed in the home, she was upset and decided not to talk any more to me so the phone became silent.

May 16,

Mrs. Nicholas came into the office again and asked for her business license, I informed her that we did not process the application because as far as we were aware the industrial embroidery machine was still in her out building, and we could only process it if it was housed in her home. I said that I had given her all the ordinances that pertained to a home business, she said I read all that so I asked if the industrial embroidery machine was now in her home and not in the out building she said yes, yes. I informed her that there would be a site visit from myself and building inspections department at that time Administrative assistant Angela Martin informed her that building inspections would only do a drive by and for her to make sure that her house numbers were displayed.

After Mrs. Nicholas had left I talked to Angela about my desire to have an inspector come with me when I do this one because I thought that maybe the machine was still housed in the hout building.

May 21 2013, I Have spoken with Assistant Director Jim Gentry this morning he had a conversation with Jeff Hales a Real Estate broker on behalf of Mrs. Nicholas yesterday. Mr. Hales asked what Mrs. Nicholas could do, so Jim gave him four options 1. Annex into Plain City 2. Do a text amendment 3. Rezone 4. Move the industrial embroidery machine into the home We will await her decision on what she is going to, but will still move ahead with the time line on the notice that was sent to her.

17 May 2013 Sending Mrs Nicholas a notice of non compliance, because she has renovated an out building without any permits, out of compliance with the home occupation ordinance, and refused an onsite inspection.

17 May 2013, Called Mrs. Nicholas to ask if I could come and do a site inspection, she asked me why I said because she informed me that she was going to use an out building to house and do her machine embrodery in an out building that she had furnished for that use. She then said that Angela said that all we do is a drive by I said that is what building inspections do for looking to see numbers on the house but because she herself said she was housing the machine in an out building I needed to come and make sure that it wasnt there any more, she said it was still there and got mad at me. Mrs. Nicholas asked to talk to my manager, suppervisor, I went to see if Assistant Director Jim gentry was available he was at a meeting I advised her he was at a meeting then I asked if she would like me to put her through to his voice mail which I did.
