If Collier's review proves this parcel to actually exist, I do not recommend surplusing it. The street to the east (4350 S) does not make a through connection to 5900 West. This strip, if it exists, gets pedestrian access to 4350 S a little closer, and will only require negotiation of a pedestrian ROW with the land owner of 082280007. Even if the current land owners or the City of Hooper are uninterested in a pedestrian access right now, keeping this for later might provide access opportunities.
I may have to look into this further next week to provide any conclusions, but at this point I'm not convinced that parcel 08-046-0063 actually exists. I first see the parcel in the tax maps in 2001 after E# 1736813 which created parcel 08-046-0070 from 08-046-0014, and E# 1348230 a QCD from Kariger family members to Kevin Kariger (defining the north line of 08-046-0014 as along the south line of Hooper Estates No 3 and to the west being 15 feet northerly of that line.
However, The property to the north (08-046-0067) has called to the fence line since before this issue existed, and the current description for the property to the south (08-046-0070) appears to match fairly well with that description, which also matches with the north line of the tax deed description for 08-046-0063.
Tentatively, it looks to me like the property to the north and the property to the south probably meet at the same line, and if anything may have record overlap and no gap. This is also what is described in a survey filed as # 3762. I would not proceed with any sale of the parcel at this point.
