Sent notice to the property owners as well as the renters informing them that they have too many animals. I had a conversation with the renters that it is possable to apply for a kennel license which would be reviewed under the design review process because in the manufacturing zone kennels are a permitted use, but the property owners would have to make the application because the permit/kennel license would stay with the property.
