Talked to Scott about the meeting he and Jim had with Mrs. Anglesey. Scott did discuss and inform Mrs. Anglesey that there has been a recent discussion on not requiring business licenses. They also gave her some paper work on obtaing a conditional use permit. I discussed the situation with the deputy Attorney Jeff Thomson as he also had a meeting with with Mrs Anglesey and said that if she can produce paper work allowing Mrs. Anglesey to have an accessory apartment then he would think about dismissing the business license potiion of the case, he also pushed back the case until August. I called Mrs. Anglesey to let her know what was going on and left her a message on behalf of Scott, I said that the attorney had pushed back the case until August that she needed to produce the CUP and he would dissmiss the business license count, but we would still move forward on the other. This is the fourth time that Mrs. Angelsey has been given the same information and paper work for trying t come into compliance, 1. The first time after I spoke in September and she did not come into the office I sent her in October a notice of violation with all the relevent ordinances and applications, 2. In November Assistant Director Jim Gentry helped her at the froont counter and again gave her information on how to become compliant and gave her an application. 3. The day before her arraignment she was on the phone to both myself and Angela the Business License Assistant, Angela had steped away from her desk to conduct a special event meeting and Administrative Assistant Kary Serrano was up front when Mrs.Angelsey came in upset asking about her business license and Kary was trying to help her and Angela came back and she also was trying to help her so between the three of us we were able to find her business license and the relevent information she needed. She called several times that day and Angela and I answered her calls. 4. This morning Jim and Scott tried to help her when she came in and gave her the same information, it is my understanding that she was upset and did say that she was going to court in three days.

Theresa Ellis-Anglesey stopped in to discuss court date on Wednesday, June 5, 2013. Jim and Scott provided zoning information and CUP application. Planning will discuss business license with zoning enforcement to determine if the license is a court issue. Scott will call Theresa back by Tuesday morning. Planning will also ask zoning enforcement about postpone court date due to Theresa working on CUP application. Theresa believes that the apartment standards are able to be met.

May 14, Talked to a former renter of Ms. Angelsey, and she provided an affidavit of the time she spent there, the monthly rent she paid, and utilities, where the apartment was advertized, the amenities and the fact that she was not a relative. I had administrative assistant Ms. Kary Serrano from the planning office witness her writing the affidavit as she is a Notary Public.

May 6, Ms Angelsey moved another family into her residence, husdand, wife two children boy, girl.Mr Bill Siegel took a video of the process.

1st May, In court with Ms. Angelsey for her arraignment, the Judge has given her two weeks to obtain an attorney. Due back in court June 5

November 9, Ms. Angelsey came into the office P.M, and talked to Jim about a Conditional Use for an accessory Apartment, he explained conditions and provisions that are needed and the application process including the cost.
