During this spring there were many sites that have sunk, and several small land slides. This is a collection of data about getting costs to repair the project. The county is trying to get FEMA to help pay for some of the repairs under the disaster declaration.

LaMar Maybe is going to be sending me a package today, 9/3/2013. Merrill Bean signed up. Still trying to get in contact with Legends at Hawkins Creek HOA to find out what they decided at their meeting. They got a letter from Samarel, and they want to get an appraisal done. He's marked up a couple places in the documents that we need to sign. Because it's UDOT's form we'll have to white out Bill Lovelace's name and put in the Commission. There will be deeds that need to be signed and recorded. He's going to send in a payment request to have the check sent straight to Merrill Bean.

I just talked to Joe Olsen, and he said that the values that they come up for the 2 compensation estimates would probably be slightly lower than what was shown. He said that it didn't appear that there were any adjustments made for zoning, slope, etc. It seems to me that these compensation estimates would at least be fair if not in the favor of the land owner.

I talked with Rich (Ogden-Weber Convention Visitors Bureau) today. They are going to have the USA Cyclings Masters event here September 3-7th, 2014. They would like to use Old Snowbasin Road on September 4th and 5th, 2014. I let him know that there would be a couple of dirt sections. I let him know that we were working on getting the property acquisition person in place, and we were hoping to be under construction this fall. I also told him that there isn't enough money to get everything fixed, and that the County may need to come up with some other money to finish fixing some of the areas.

Gary just had a meeting with Patrick and Mary. He's going to look into how many extra hours it would be to revise the plans. We discussed not do the ditch work at site 6, and we are going to remove the asphalt with some base course ramps. Patrick asked if we are going to need any additional survey. Gary thinks that they may have enough. Gary is going to talk to Darren Rasmussen about the 404 permit for site 5, and how when Ryan Halverson looked at the site they didn't identify any wetlands. If Darren still wants a 404 permit they are going to just talk to him about replacing the pipe in place. Gary thinks that they change won't be thousands of dollars, but that it will just be a few hours here and there.

Gary Meyers call, and as they've been looking at the budget. They have been trending over on budgets. There has been a lot of scope creep, e.g. they have been doing more blue book instead of orange book. The surveyor had to do a lot of extra work. He's going to get me some numbers to look at. I let him know that I was concerned about the additional money. We originally anticipated getting drawings for all the sites, but only bidding out the ones that we had money for. We also talked about the PS&E, which they are planning on being closer to the week of May 6, 2013.

Gary Meyers (CRS) called up wanted to know when we wanted to advertise. We talked about doing construction during the summer of 2013, which would put advertising for the project in May.

Yesterday Patrick Cowley (UDOT), Ryan Halverson (UDOT) and I met with Rick Vallejos and Renee Flanagan from the Forest Service about getting access the the property. They wanted a copy of the CatEx, which I sent them this morining after getting it from UDOT today. The also wanted a formal request from the County to enter the property to do the exploration, which I sent them yesterday.

Rick Vallejos, rvallejos@fs.fed.us, is going to be the contact for the Forest Service. He's meeting with Snowbasin, and may discuss this with them, but I believe all we are going to be doing on the Snowbasin property is borings in the roadway or shoulder.

Patrick Cowley called on 11/8/2012, and stated that the environmental document wouldn't be signed until November 19th. This means that we wouldn't be able to drill any earlier than that. The 19th is only a 3 day week with Thanksgiving, so it looks like drilling really wouldn't start until November 26th.

We received an e-mail from UDOT 10/4/2012 that stated: "I wanted to give you an update on the environmental clearance progress for the project. I talked with our Environmental lead and he indicated that we will have to coordinate with Native American Tribes for any item of work that moves dirt. This includes the drill holes and test pits. This may delay the schedule depending on what he finds out. I will keep you posted as information becomes available." This is going to cause some delays in getting the work done.

I talked to Patrick Cowley from UDOT. He's going to schedule the site visit for the Geotech to come and visit the site. We will need to schedule to get the barricades moved.

The contract for the Geotech was approved today in commission meeting. The signed originals from Landslide Tech are on there way here. They were signed by Landslide Tech yesterday, and they sent them overnight via FedEx, so they should be here today.

The contract for the Geotech has been given to Dan Olsen. Chris Allred signed the cover sheet, and Dan Olsen just needs to sign it, and then either he or I will get it to Shelly Halacy. She knows that it's coming, and I have already emailed her a pdf copy.

The commissioners approved the contract on the 7th during commission meeting. Six copies of the contract were signed and sent to Patrick today. Five copies will go to UDOT and one will be sent back to Weber County after signatures at UDOT are obtained.

I met with Patrick Cowley and Jim Higbee today. We were discussing the Geotech work and how to proceed. They are proposing using a Geotech that has extensive past knowledge about the area. They are thinking a 2 phase approach. Phase 1 would review the old data, and address where any new and additional borings should be made. They would come up with a scope and a cost estimate to do the work for the geotech work. Phase 2 would then be to go and do that work, collect the borings, and come up with a design for the "fixes". Jim was saying that we aren't going to be able to stop the hill from sliding, but the goal would be to slow it down to a more manageable rate. It's important that people realize that this isn't going to fix all future problems on this road. Patrick is going to look into seeing if we can do any in-kind work as part of the match. We had discussed possibly having our guys do some of the patch work on some areas that won't go through as in-depth of a fix.

I met with Patrick Cowley, UDOT, he said that the funds have been changed from ER to Equity Bonus. He's going to look into seeing what the matching funds are for the different funding source. The tentative time line is get a geotech involved this in the next few months, design into the fall, and then bid and construct in the spring. Patrick is going to call UDOT geotech and see if they have any recommendations on who we should use as a geotech. We discussed the county doing some design work, but where it all has to go through UDOT and meet their standards we felt that it would be best to get a consultant involved that is already familiar with the standards. I need to send Patrick the information about the project, e.g. KMZ, pictures, DDIRs, etc.

I just talked with Chris Peterson from UDOT. He wanted to give us a heads up about an item on the Transportation Commission meeting this Friday. If anyone attends the meeting there will a discussion about moving the Emergency Relief (ER) funds from Old Snow Basin Road and another project to SR-14. They are going to be switching our funding to another Federal funding, Equity Bonus. This will allow UDOT to show that all the ER funds have been obligated, and will be able to apply for additional ER funds. If they get additional ER funds our project will be switched back to the ER funding, otherwise it will continue under the Equity Bonus funding. Either way the project will continue to move forward.

I talked to Paul Ziman, and Bill Lawrence today, 6/4/2012. They both said that I need to talk with Rex Harris about getting the project on the STIP. Bill said that he wasn't sure if there was any money that would be available for this project or not. Bill wanted me to copy him when I send the DDIRs to Rex Harris. I tried calling Rex, but had to leave a message. When I didn't get in touch with Rex I decided to forward the DDIRs to both him and Bill.

I emailed Paul Ziman (Federal DOT), Chris Siavrakas (UDOT), and others 5/31/2012 with a list of questions about how this funding is going to work, and who we'd be working with on this project. It is now June 4th, 2012, and I haven't heard anything, so I sent another e-mail to Paul and Chris asking about the project again.

I received an e-mail 5/29/2012 from Paul Ziman that stated, "We have reviewed and approved the DDIR's for the Old Snow Basin Road damage sites in Weber, County, Region 1 for Event ER UT 11-02. With this approval, the UDOT can now obligate funds for this project."
